My genes. My hair is naturally thick. But you can try garnier fructis. I heard it works well! =)

But if you really want good hair (I know you said not over 20 bucks), you can go to a salon and ask them. They'll tell you!

I go to Fantastic Sams and get this liquid silk stuff. Its like $14 a bottle but lasts forever. It makes my hair shiny and thick. Ive gotten quite a few compliments since i have started to use it.

BEER. Take a can of beer and rinse your hair with it, then shampoo and condition like normal. It sounds crazy, BUT...it really works!
